European nuclear physicist, portrayed by Milow Kirek, who’s working for SPECTRE in Never Say Never Again. Initially based on a fishing boat off the English coast, Kovacs supervises the electronic jamming that confuses the guidance system on the two cruise missiles hijacked by SPECTRE .
