Eon Productions initially created Quantum as a stand-in for the classic Bond adversary SPECTRE, the rights to which were controlled by Thunderball producer Kevin McClory. Once the filmmakers secured the rights from McClory in November 2013, they established that Quantum is a subsidiary of a newly rebooted SPECTRE, as revealed in the movie of the same name.
