Dedicated Hong Kong narcotics officer portrayed by Cary-Hiroyuki Tagawa in Licence to Kill. Working undercover as one of the Far Eastern drug distributors of South American drug lord Franz Sanchez (Robert Davi), Kwang, in ninja garb, interrupts Bond (Timothy Dalton) as he attempts to assassinate Sanchez. Brought to a rural safe house outside Isthmus City, Bond is interrogated by Kwang and his attractive associate Loti (Diana Lee-Hsu). He learns that they’ve been planning an undercover operation for years, and they’re not about to let a rogue agent blow it.

Tied to a table, Bond is incapable of lending a hand when the safe house is attacked and Loti is killed by Sanchez’s men. To avoid capture, a badly wounded Kwang takes cyanide. The fact that Bond is tied to the table is a boon when Sanchez arrives with his security chief, Heller (Don Stroud). It helps bolster Bond’s cover as a sympathetic unemployed British agent seeking security work.
