Acronym-obsessed CIA chief, portrayed by William Holden, who joins his British, French, and Soviet counterparts in trying to persuade Sir James Bond (DAVID NIVEN) to accept one more desperate mission, in the 1967 Casino Royale spoof. Sir James notes with disgust that Ransome has a trick carnation that spits cyanide.

Bond knew him when he was a junior cipher clerk. Ransome refers to his promotion as going from J.C.C. Class G, S.I.C. to S.C.C.T., CIA Washington, D.C. Quite a mouthful. Ransome leads an unusual American force of cowboys and Indian paratroopers against the forces of Dr. Noah (WOODY ALLEN) in the outrageous Monte Carlo brawl that concludes the film.
