Worried that Bond will insist on revenge after drug runners mutilate his CIA chum Felix Leiter (David Hedison) and murder Leiter’s bride, Della Churchill (Priscilla Barnes), M realizes that the only way to stop 007 is to revoke his license to kill. That doesn’t work either, as Bond defies his superior, fights off a couple of fellow British agents, and disappears.
