Sadistic henchman of billionaire media mogul Elliot Carver (JONATHAN PRYCE), portrayed by GÖTZ OTTO in Tomorrow Never Dies. It’s Stamper who follows Carver’s orders to machine-gun a group of shipwrecked British sailors, who are shot with ammunition traceable to Chinese fighter jets. Stamper later attempts, unsuccessfully, to assassinate Bond (PIERCE BROSNAN) in Hamburg.
