San Francisco Bay Area landmark that became a principal location in A View to a Kill. It’s where Division of Oil and Mines official W. G, Howe (DANIEL BENZALI) has his office. Howe is actually on the payroll of psychotic billionaire industrialist Max Zorin (CHRISTOPHER WALKEN), who is about to unleash a killer earthquake that will sink Silicon Valley into the sea.
When director John Glen‘s production crew filmed on the grounds of City Hall, relations with the city and Mayor Diane Feinstein were so good that the special effects team was given permission to set controlled fires on the building’s premises. The fires emanated from fitted gas jets that were placed on the balcony of City Hall. Asbestos shielding was carefully placed to protect the building itself.
