What Renard (Robert Carlyle) steals from a decommissioned Russian nuclear silo in The World Is Not Enough. He plans to fashion a plutonium rod that will be inserted into the reactor of a commandeered Russian submarine, causing a meltdown in the Bosphorus. The result: Istanbul will be destroyed and the Bosphorus will be closed to tanker traffic for decades, enabling him to make billions off his partner in crime—Elektra King—and her strategically placed oil pipeline.
