The puppet president of Isthmus City, a fictional South American drug capital in Licence to Kill, portrayed by Pedro Armendariz, Jr. Lopez, in effect, works for drug lord Franz Sanchez (ROBERT DAVI, who, for all intents and purposes, owns Isthmus City.

When Lopez complains that his paycheck has been cut, Sanchez wonders why he was so quiet when the DEA was arresting him in the Bahamas. Sanchez also reminds Lopez that he’s only president for life. In the end, thanks to James Bond (TIMOTHY DALTON), Lopez is rid of Sanchez, and he has a new decoration on his arm—Sanchez’s girlfriend, Lupe Lamora (TALISA SOTO).
