Brutal renegade Bolivian general portrayed by Joaquín Cosio in Quantum of Solace. In his quest to become a major power in Bolivia, Medrano shot the father of Camille Montes (Olga Kurylenko), strangled her mother, and set her family house on fire. Like Melina Havelock in For Your Eyes Only, Camille is now dead set on revenge.

The general is working with sinister international environmentalist Dominic Greene (Mathieu Amalric), who is engineering a coup that will make Medrano president of Bolivia in return for some desert land that Medrano believes is worthless. In reality, this land grab will help Greene develop a monopoly on Bolivia’s freshwater supply—a plot by SPECTRE offshoot Quantum. Suspicious of Camille’s intentions, Greene turns her over to Medrano in Haiti, but Bond (Daniel Craig) rescues her. Agent 007 and Camille later track Greene and Medrano to an eco hotel in the desert of Bolivia, where Camille exacts her revenge.
