Rule from the British Secret Service manual quoted by Austrian Section Chief Saunders (THOMAS WHEATLEY) to Bond (TIMOTHY DALTON) in The Living Daylights. It states that information can be related from agent to agent on “only a need-to-know basis.” Thus, Saunders won’t tell Bond how he plans to help defecting Russian General Georgi Koskov (JEROEN KRABBÉ) escape Bratislava, Czechoslovakia, to the West.

When Bond takes charge, removing Koskov from the boot and placing him in the passenger seat of a getaway vehicle, Saunders asks him where he intends to go. In reply, Bond quotes Section 26, Paragraph 5. He who lives by the rules . . .
